Explanation:

The Department of Public Utilities (Department) urgently needs drywall repairs and Heating, Ventilation, and Air Conditioning (HVAC) system cleaning at several facilities.  These repairs and specialized cleaning are needed because recent mold abatement measures necessitated the removal of contaminated drywall.  There are currently multiple areas with exposed internal walls and air ducts, creating safety risks, degrading indoor air quality, and reflecting poorly on the Department’s professional environment.  The requested services are essential to restoring safe and healthy working conditions.

After a thorough best-value assessment, the Department identified Spartan Restoration (Spartan) as uniquely qualified to perform the necessary work.  Their prior role in the mold abatement project has provided them with detailed, site-specific knowledge, allowing them to complete repairs with minimal disruption and proven quality.

Based on these factors, the Department Director has determined that awarding a Purchase Order in an amount up to $25,762.14 to Spartan is in the City’s best interest to ensure prompt, effective, and reliable restoration services.

Fiscal Impact:

Funding for this project was included in the amended FY 2025 Capital Improvement Plan, and is available in account number 442.409903.53600.552240.000704.000.000.
