Explanation:
The Department of Public Utilities ("Department") operates and maintains the 55.5 million gallon per day Southern Regional Wastewater Treatment Plant ("SRWWTP"), which includes various sewage treatment processes essential for protecting public health and safety.
The Department needs to replace critical electrical switchgear substations and motor control centers at the SRWWTP, which equipment is original, up to 40 years old, and increasingly challenging to repair since the original manufacturers are no longer in business.
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for Water Treatment Plant and SRWWTP Projects, one of the firms being Arcadis U.S., Inc. ("Arcadis").
Department staff requested a proposal from Arcadis for the necessary professional engineering services for the SRWWTP Switchgear Replacement Project ("Switchgear Project"), including a technical memorandum, construction plans, and other documents, as well as permitting and bidding support. Arcadis submitted a proposal to provide said engineering services in an amount up to $537,183.00, based on the hourly rate schedule established in the Professional Services Agreement with Arcadis dated October 31, 2023.
