Explanation:
On June 4, 2014, the City Commission passed and adopted Resolution No. R-2014-136 which approved and authorized the issuance of Purchase Order with Lenco Armored Vehicles utilizing Law Enforcement Funds pursuant to the Florida Contraband Forfeiture Act. However, the actual funding source for this purchase was to be derived from the Federal Law Enforcement Funds not the State Law Enforcement Forfeiture Funds.
 
The Department of Justice's Equitable Sharing Guidelines for the expenditure of Federal Law Enforcement Funds states that the costs associated with the purchase of law enforcement equipment for use by law enforcement personnel that supports law enforcement activities is a permissible use of such trust funds provided that the purchase is not a budgeted item and it is not supplanting a normal operating need/expectation of the law enforcement agency. Thus, in order to accurately document the allocation of the funding source for this purchase, it is necessary to amend Resolution No. R-2014-136.
