Explanation:
The Southern Regional Wastewater Treatment Plant ("SRWWTP") is a 55.5 million gallon per day (MGD) wastewater treatment facility that uses multiple treatment processes to treat wastewater and produces high quality effluent. The reuse water filters at SRWWTP consist of four cells that produce four MGD of non-portable water used for wastewater treatment processes within the SRWWTP and an additional four cells that produce four MGD of reclaimed water, which serves contract irrigation customers including golf courses, schools, parks and other entities.

The existing reuse filters were manufactured and installed by Parkson Corporation ("Parkson") in 1996, and the media in the filters need to be replaced with new media to recover the full production capacity. Department of Public Utilities ("Department") staff desires to upgrade the reuse filters' backwash process to Parkson's new generation of EcoWash system to improve the filter backwash efficiency and reduce backwash water loss. Parkson is the sole manufacture of these patented reuse filters.

Department staff requested a proposal from Parkson to provide turnkey services for retrofitting all of the eight reuse filters, which includes supply of materials and equipment, installation, and start-up services.
