Explanation:
The Department of Public Utilities ("Department") seeks to purchase Emulsified Polymer ("Polymer"), a vital material used in the sewage treatment and disposal operations at the Southern Regional Wastewater Treatment Plant. Polymer plays a key role in the coagulation and removal of solids during primary treatment and in the dewatering of biosolids prior to disposal or land application. Its use is essential to maintaining compliance with regulatory wastewater treatment requirements.

A competitive procurement process was completed by Broward County ("Broward"), via Bid OPN2118441B. Broward issued a contract Polymer OPN2118441B1, to Polydyne, Inc. ("Polydyne") for an initial period of three years beginning on August 19, 2021 and ending on August 18, 2024 with optional one-year renewals through August 18, 2029. The current term of the active OPN2118441B1 contract is from August 19, 2025 through August 18, 2026.

Polydyne has agreed to allow the City of Hollywood to piggyback contract number OPN2118441B1 under the same terms, conditions, and pricing.

The Department Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the execution of a renewable Blanket Purchase Agreement with Polydyne for Polymer from December 10, 2025, through August 18, 2026, in an annual amount up to $450,000.00.
