Explanation:

H.R. 2289, also known as the American Broadband Deployment Act of 2025, was introduced in the United States House of Representatives on March 24, 2025. The City opposes this bill due to its intention to accelerate broadband infrastructure deployment by establishing strict shot clocks for state and local government permitting reviews. As a result, the provisions contained within H.R. 2289 could result in infrastructure installations proceeding without adequate technical review, utility coordination, restoration requirements, or consideration of site-specific public safety and operational concerns.

 

By way of this Resolution, the City urges federal and state legislators to pursue balanced solutions that promote broadband infrastructure deployment while preserving reasonable local authority necessary to protect public infrastructure, ensure public safety, manage rights-of-way, coordinate infrastructure improvements to avoid utility conflicts, recover legitimate administrative and restoration costs, and ensure that infrastructure is constructed in a safe, responsible and context-sensitive manner. This Resolution will be shared with Florida’s Congressional Delegation and other appropriate parties.

 

Fiscal Impact:

Approval of this Resolution will not fiscally impact the City.
