Staff Recommends: Approval of The Attached Resolution.
 
Explanation:
There is a need to renovate the existing elevator, in the Public Utilities Water Plant Administration Building, in order to ensure that parts are available for repairs, which is a current problem, and to ensure code compliance.
 
Landmark Elevator Consultants, Inc. prepared the technical specifications.
 
The project was advertised on April 18, 2014, a pre-bid meeting was held on May 1, 2014 which was attended by seven (7) non City personnel, and whereas one (1) bid proposal was received and publicly opened on May 16, 2014.
 
The City of Hollywood's contracted elevator maintenance company, Paramount Elevators, did not bid on this project as they do not have the capability of being bonded.
 
After thoroughly evaluating the bid proposal, Landmark Elevator Consultants recommended that the bid not be awarded due to lack of competitive bids and insufficient experience with Delaware Elevator of Florida, Inc.
 
Re-bidding the project should result in more participation and better competitive pricing.
 
The Administration recommends that the City Commission reject the sole bid submitted by Delaware Elevator of Florida, Inc. for the Water Treatment Plant Administration Building Elevator Modifications project.
 
Future re-advertisement for bids will not take place until the City Commission has had an opportunity to act on the recommendation for rejection of bids.
