Explanation:
The City is responsible for operating and maintaining the wastewater system, which includes 86 sewer lift stations. Lift Stations No. 07 and No. 08, along with a main sewer pipe (called a "forcemain") in the Liberia-Oakwood neighborhood, were damaged during Hurricane Irma.

To help fund repairs, the City's Department of Public Utilities applied for a State of Florida Community Development Block Grant for Disaster Mitigation (CDBG-MIT). The City was awarded $3,435,000.00 to repair and strengthen the two lift stations and replace the damaged forcemain.

The City Commission approved receiving the grant funds on May 5, 2021. The grant agreement between the City and the State of Florida was finalized on February 18, 2022, with an original end date of February 17, 2026. The City is currently working to extend the grant through February 17, 2027.

On December 15, 2025, the City advertised the construction bid for the project. Three companies submitted bids by January 22, 2026. Their prices were:

After reviewing all bids, City staff determined that Southeastern Engineering Contractors, Inc. was the lowest bidder meeting all requirements. A notice of intent to award the contract to this company was posted on February 24, 2026, and no other bidders challenged the decision.
