Explanation:
The Hollywood Lakes, a historic neighborhood east of U.S. 1, faces flooding risks from stormwater runoff originating west of N 14 Avenue. To mitigate flooding in the project area, the initial phase of this project will install a drainage exfiltration system west of N 16th Court until the much larger Capital Improvements Project is completed.
Department of Public Utilities ("Department") staff prepared bid documents for IFB-361-26-JJ, Citywide Stormwater Improvements, including 38-unit prices and 5 allowances.
On November 20, 2025, Invitation for Bid No. IFB-266-25-JJ was electronically advertised on OpenGov in accordance with Section 38.43(A) of the Procurement Code. On February 12, 2026, bid proposals were received in response to the aforementioned invitation and opened at 3:00 pm with the following results:

Department and Office of Procurement and Performance Management staff thoroughly evaluated the bids received for responsiveness and responsibility in accordance with 38.43(F) of the City's Procurement Code, and Man-Con, Inc. ("Man-Con") was determined to be the lowest responsive and responsible bidder.
On February 24, 2026, a Notice of Intent to Award was posted on the City's website and on OpenGov, and resulted in zero bid protests.
