Explanation:
The City's Public Utilities Department ("Department") operates and maintains the 55.5 million gallon per day (MGD) Southern Regional Wastewater Treatment Plant that utilizes liquid chlorine for disinfection of the effluent to the Atlantic Ocean and reuse water for irrigation. Chlorine disinfection is a regulatory requirement and needed for the protection of public health and safety and the environment. The City of Fort Lauderdale currently has an agreement with Allied Universal Corp. for the supply of liquid chlorine that the Department wishes to piggyback on.

On August 5, 2021, the City of Fort Lauderdale, acting as the lead agency of the Southeast Florida Governmental Purchasing Cooperative Group, awarded its Bid Number 12558-312 for the purchase of liquid chlorine to Allied Universal Corporation for an initial one year contract which expires September 30, 2022, with the option to renew for three additional one-year terms.

Section 38.47 of the City's Procurement Code allows the Chief Procurement Officer to join with other governmental entities in cooperative purchasing plans when the best interest of the City is served.
