Explanation:
On September 5, 2018, the CRA passed and adopted Resolution R-CRA 2018-31, authorizing the appropriate CRA officials to execute an Agreement for the purchase of six First Aid Stations and 15 Lifeguard Towers from Post and Beam, LLC ("Post & Beam").
Post & Beam has fabricated and delivered the units and the product was satisfactory. The Fire Rescue and Beach Safety Department desires to purchase one First Aid Station and it is in the best interest of the CRA to purchase the unit from Post & Beam.
The proposed purchase will enable the CRA to match the Heavy Timber Lifeguard Towers, manufactured by Post & Beam (model LX Upgraded Tower), that were purchased and installed by the CRA under Resolution R-CRA-2018-31 and under City Resolution R-2021-083. The proposed catalogue purchase cost integrates all upgrades to the original design.
Section 38.41(C)(9) of the Procurement Code states that when the City Commission declares by a five-sevenths (5/7ths) affirmative vote that competitive bidding and competitive proposals are not in the best interest of the City, such purchases are exempt from competitive bidding and competitive proposal requirements.
The Acting CRA Executive Director and Chief Procurement Officer recommend that the CRA Board approve and authorize the issuance of a Purchase Order to Post & Beam, for the purchase of one First Aid Station in an amount up to $116,541.00.
