Explanation:
The City of Hollywood is a party to the August 16, 2023, Interlocal Agreement ("ILA") that, together with Broward County and 27 other municipalities ("Municipal Parties"), created the Solid Waste Disposal and Recyclable Materials Processing Authority of Broward County. The population of Broward County generates roughly 5,000,000 tons of municipal solid waste annually - which on a per capita basis is double the national per-person average-with generation projected to rise as the population increases by 33 percent over the next 40 years. At the same time, the County's only Class I landfill is nearing capacity and will stop accepting Class I waste at the end of 2026, its sole waste-to-energy plant is already at capacity, and the regional recycling rate has fallen to approximately 30 percent (well short of the 75 percent goal set by state statute) since the 2013 dissolution of the prior Resource Recovery System.

To address these challenges, the Authority's Governing Board adopted a Master Plan on April 17, 2026, establishing a 40-year, collaborative framework to reduce dependency on landfill and waste-to-energy disposal, promote a circular economy, expand recycling and recovery, optimize existing infrastructure, and improve regional governance and financial stability. For the Authority to continue, the ILA requires adoption of a "Facilities Amendment" within 36 months of the effective date; each municipality has 120 days to adopt a resolution approving it, and failure to do so constitutes withdrawal from the ILA.
