Explanation:
On January 19, 2022, the City Commission passed and adopted Resolution No. R-2022-007, approving a Blanket Purchase Agreement ("BPA") number PA600553 in an annual expenditure of up to $75,000.00 with Brandano Displays, Inc., ("Brandano") for banner services for a three-year period from January 19, 2022, through January 18, 2025, with the option to renew for one additional two-year period.

The Office of Communications, Marketing and Economic Development ("Office") desires to issue a change order to BPA PA600553 to increase the contract amount from $75,000.00 to $150,000.00 annually and to execute the first and only two-year renewal from January 19, 2025, to January 18, 2027. The Office is expanding to incorporate enhanced maintenance, and adding residential neighborhood, patriotic, and park identifier banners. This is in addition to the need to absorb the Community Redevelopment Agency's holiday decoration contract, for an annual increase of up to $75,000.00.

Section 38.48 of the Procurement Code states that all change orders that the City Manager is not authorized to approve must be formally approved by the City Commission, which includes this desired change order.

The Office Director recommends that the City Commission approve and authorize a change order to BPA PA600553 with Brandano to increase the annual contract amount from $75,000.00 to $150,000.00 and to renew the Blanket Purchase Agreement from January 19, 2025, through January 18, 2027.
