Explanation:
On October 20, 2021, the City Commission approved Resolution No. R-2021-275, awarding Contract No. F-4679-21 to Nice & Smooth Landscape Corporation for grounds maintenance services in Maintenance Zones 1, 4, 5, 6, and 7. On August 12, 2026, Nice & Smooth resigned from the contract without the advance notice required under its terms, creating an immediate need to secure a qualified contractor for the remainder of the contract term to ensure continuity of grounds maintenance operations.
The Department of Public Works (“Department”) solicited quotes from qualified contractors and on August 18, 2026, the City Manager approved, via CM Memo PR-26-228, the issuance of a Purchase Order to Grass Roots Complete, LLC ("GRC") in an amount not to exceed $80,000.00 to provide the services from August 24, 2026, through September 30, 2026, based on proposals received from multiple qualified contractors, with GRC determined to be the lowest, responsive, and responsible contractor.
The Department again solicited quotes from qualified contractors capable of providing the services for Fiscal Year 2027 and determined that the proposal submitted by GRC represents the best value to the City and provides for the timely continuation of the services.
