Explanation:

The Department of Public Utilities ("Department") is responsible for operating and maintaining the 8-inch gravity sewer main at Hollywood Park Elementary School, located at 901 N. 69 Way, Hollywood, Florida.

On October 24, 2025, the Department of Public Utilities' Engineering Support Services Division ("ESSD") received a report that an 8-inch vitrified clay pipe sewer main beneath the recreation green court at Hollywood Park Elementary School had collapsed. The damaged pipe caused a large, growing sinkhole, creating an immediate safety hazard for students, staff, and school property.

ESSD immediately initiated emergency response actions. As part of the City's on-call emergency services contract, ESSD staff first met on-site with Ric-Man International, Inc. ("Ric-Man"), one of the Department's emergency contractors, to assess the damage and obtain a repair proposal. Ric-Man submitted a proposal to perform the necessary repair for up to $909,047.83. After review, ESSD staff and Ric-Man could not agree on a fair and reasonable cost for the necessary repairs, and negotiations with Ric-Man were halted.

ESSD then contacted the Department's second emergency contractor, Southeastern Engineering Contractors, Inc. ("Southeastern"), to inspect the site and prepare an alternative repair proposal.
