Explanation:

The City remains vulnerable to flooding, as demonstrated by the April 2023 South Florida flood event, and sandbags are an effective tool for mitigating flood damage and protecting homes, businesses, and critical infrastructure. To support emergency preparedness and response efforts, the Department of Public Works seeks to execute a Master Service Agreement for the provision and delivery of sandbags during declared states of emergency.

 

The requested services were competitively solicited by Miami-Dade County through ITB No. ITB0000002 and awarded to ESR, LLC. The resulting contract is effective through May 31, 2030, and ESR has agreed to extend the same pricing, terms, and conditions to the City. The proposed agreement will provide for the acquisition and delivery of sandbags during declared state of emergency from August 27, 2026, through May 31, 2030, in an annual amount not to exceed $140,000.00.

 

 

Fiscal Impact:

Funding for these services will be provided from the Emergency/Disaster Fund 168, with accounts to be established as needed.
