Explanation:

On January 17, 2024, the City Commission passed and adopted Resolution No R-2024-021 supporting the implementation of a Community Shuttle Program (CSP), the establishment of four service routes within the City, and authorizing the City Manager or Designee to execute all applicable program documents and agreements associated with the Broward County Community Shuttle Program.

Following execution of the CSP ILA between Broward County and the City of Hollywood, the City of Hollywood CSP will become an operator of a small public transportation system and a sub-recipient of Federal Transit Administration Funds (FTA) funds.

Operators of small public transportation systems that receive Federal Financial assistance under Title 49 of the United States Code (USC), are subject to Federal Transit Administration’s 49 CFR Part 673 Final Rule as delineated in Florida Administrative Code Section 14-90.004(1) which in part, requires the City of Hollywood to develop and maintain a Public Transportation Agency Safety Plan (PTASP).

Fiscal Impact:

FTA funding and the CSP ILA requires that the City Commission adopt the attached PTASP.
