Explanation:
The Department of Public Works desires to enter into an Emergency Debris Monitoring Services agreement to ensure the City is protecting public health and safety, while remaining in compliance with federal, state and local regulations.
These Emergency Debris Monitoring Services will include the monitoring of clearing and removing large scale debris, separation, staging and disposal, as well as demolition work and demolition work removal. It is also responsible for monitoring the handling and removal of hazardous waste, tree trimming, tree bracing and removal, as well as marine salvage operations and beach and sand removal from streets, road and right of ways.
On February 18, 2025, the Department of Public Works and the Office of Procurement and Contract Compliance issued a Request for Proposals ("RFP") RFP-287-25-AR for continued Emergency Debris Monitoring Services and the RFP was advertised on www.opengov.com.
The RFP resulted in proposals from the five firms by the response due date:
1. DebrisTech, LLC
2. Thompson Consulting Services, LLC
3. Disaster Program & Operations Inc.
4. Insight Planning and Development
5. Tetra Tech, Inc.
A Selection Committee comprised of in-house professionals was assigned the task of evaluating proposals and ranking the firms.
The Selection Committee evaluated the firms based on the selection criteria established in the RFP and ranked the firms as follows:
1. DebrisTech, LLC Ranked #1 (94.75)
2. Thompson Consulting Services, LLC Ranked #2 (83.00)
