Explanation:
Florida Statutes requires special inspection services for a variety of projects including the bridge repairs proposed for the Johnson Street, Sherman Street, Taft Street and N. 29th Avenue bridges as part of the overall Five Bridges Repairs project ("Project"). On September 1, 2021, the City Commission passed and adopted Resolution Number R-2021-208, approving and authorizing the appropriate City officials to execute Continuing Service Agreements with various firms to provide various engineering services, one of these firms being Jenkins and Charland, Inc. a/k/a TRC Worldwide Engineering ("TRC").
On February 1, 2023, the City Commission approved Resolution R-2023-040 authorizing TRC to provide engineering design services for the Project. During the design of the Project, "Additional Services Numbers One, Two, Three, Five and Six" were approved administratively to address additional design services that became necessary related to the bridge repairs. "Additional Services Number Four" is currently on hold.
During the design phase of the Project, it was determined that special inspections would be required during the construction phase of the Project. These services were not included in the original scope of work. This is a service that TRC can provide, and the Department of Design and Construction Management ("DCM") requested a proposal from TRC for these additional special inspection services for the Johnson Street and Sherman Street bridge repairs.
