Explanation:
On March 3, 2022, pursuant to Resolution No. R-2022-069, the City Commission authorized the appropriate City officials to execute a contract with Cardinal Contractors, Inc. ("Cardinal") for construction services related to the Pump Station for Deep Injection Wells No. 3 and No. 4 at the Southern Regional Wastewater Treatment Plant, in the amount of $112,299,970.00 with a contract term of 818 days.
This project experienced delays due to unforeseen supply chain interruptions, leading to the supplier confirming delivery for the medium voltage switchgear and transformers on March 31, 2025. The contractor submitted a Change Order proposal to extend the contract for 370 days based on the confirmed delivery time, and with no price change.
Brown and Caldwell, Inc., as the construction manager and engineer of record, and Department of Public Utilities ("Department") staff evaluated the request based on supporting documentation, and determined that the time extension of 370 calendar days is fair and justified.
This agenda item seeks the City Commission's approval and authorization to execute Change Order No. 5 with Cardinal to extend the project duration for 370 additional days.
Fiscal Impact:
Approval of this item will not fiscally impact the City as this change order impacts the number of days for project completion without any impact on the cost. This project was previously funded via SRF and approved.
