Explanation:
On December 19, 2018, the City Commission passed and adopted Resolution No. R-2018-400 that authorized the execution of Continuing Service Contracts with five firms, one of which was Atkins North America, Inc., to provide professional engineering services for civil, landscape, architecture, engineering and planning services.

Staff requested a proposal from Atkins North America, Inc. to provide engineering services for the Phase 3 of the City's recently adopted Traffic Calming Program and to perform the studies necessary to evaluate and prioritize the various locations where traffic calming treatments could be effective to reduce vehicular speeds and cut-through traffic in previously identified neighborhoods.

On March 4, 2020, the City Commission passed and adopted Resolution No. R-2020-56 authorizing appropriate City officials to issue an Authorization to Proceed to Atkins to provide professional engineering services for the establishment of a Traffic Calming Program ("Program") to address safety concerns raised by residents regarding vehicular speeding and cut-through traffic in their neighborhood. Atkins completed the initial scope of work under Phases 1 and 2 to study and prioritize the proposed locations for various traffic calming elements Citywide, which is to be included in the preparation of conceptual plans for construction.
