Explanation:
The City of Hollywood's Zoning and Land Development Regulations (ZLDRs), together with related chapters of the Code of Ordinances, constitute the City's primary regulatory framework governing land use, development standards, and development review procedures. Over time, these regulations have been amended incrementally to respond to evolving statutory requirements, policy initiatives, and site-specific requests. As a result, the current ZLDRs have become increasingly complex, fragmented, and, in some instances, internally inconsistent.

The existing regulatory structure no longer reflects contemporary planning best practices, prevailing market conditions, or the City's long-term policy objectives, including those articulated through ongoing initiatives such as Hollywood 2050 (the City's new Comprehensive Plan), the City's Urban Design Guidelines, and an increased focus on resiliency planning and sustainable, market-responsive redevelopment. These conditions have contributed to greater reliance on variances, administrative interpretations, and site-specific zoning actions, reducing regulatory predictability for residents, applicants, and City staff and placing additional strain on the development review process.
