Explanation:
The Community Development Division issued a Request for Proposals (RFP-331-25-SA) to retain a consultant to provide ongoing State and Federal grant technical assistance. The consultant's role will include support with grant compliance and reporting, preparation of funding applications, environmental review coordination, program monitoring and documentation, implementation guidance, and staff training on State and Federal grant requirements.
The RFP was advertised on August 18, 2025, in accordance with the City's Procurement Code, and ten firms submitted proposals by the response deadline. On October 29, 2025, a Selection Committee reviewed and scored the proposals based on relevant experience, qualifications of key personnel, approach and methodology, references, past performance, and cost.
Civitas, LLC, received the highest overall score and is recommended for a five-year agreement. A Notice of Intent to Award was posted for five business days, and no protests were received. Entering into this agreement will ensure the City continues to have the technical expertise necessary to manage and maximize its State and Federal grant funding effectively.
