Explanation:
The City is advancing the Johnson Street Bridge Replacement and Public Utility Relocation Project and requires the use of Construction Engineering and Inspection ("CEI") services to ensure compliance with approved plans, specifications, permits, and regulatory requirements.
In 2021, the City Commission authorized (R-2021-208) execution of continuing services agreements with the highest-ranked firms for Citywide projects, one of the firms being the CES Consultants, Inc. ("CES").
CES has previously completed a constructability review of 90% design for this project under a separate authorization to proceed (October 2025). CES is familiar with project scope, and is already pre-qualified by FDOT to perform CEI services for the bridge replacement project.
The Department of Development Services, Engineering, Transportation and Mobility Division and Public Utilities staff negotiated a proposal with CES to provide CEI services and supplemental monthly inspections of the existing bridge to support construction administration and management for the Johnson Street Bridge Replacement and Utility Relocation Project in an amount not to exceed $737,388.74, which includes optional materials testing services in an amount not to exceed $57,110.00.
