Explanation:
The City of Hollywood enacted Ordinance No. O-2013-09 in March, 2013, imposing additional regulations regarding the towing of vehicles from private property. The Ordinance has not sufficiently solved the problem of predatory towing of vehicles from private property. Therefore, in further effort to address the problem of predatory towing of vehicles from private property, the proposed ordinance seeks to impose strict permit requirements upon the tow and wrecker services which conduct business within the city, by requiring each applicant to submit a list of qualifications and a fee in order to be granted a permit to do business in the city. Additionally, it establishes procedures for the denial and/or revocation of a permit and it imposes a stricter penalty for a violation of any of the provisions related to the towing of vehicles from private property of a fine, not to exceed $500.00 and/or imprisonment not to exceed 60 days, or both, enforceable by the Police Department.
