Explanation:
This Resolution seeks authorization to amend the Fiscal Year ("FY") 2025 Operating Budget and the FY 2025 Capital Improvement Plan adopted and approved by the City Commission on September 18, 2024, pursuant to Resolutions R-2024-317 and R-2023-318 respectively.


Fiscal Impact:

Exhibits 1 - 9 include budgetary and capital amendments within various funds totaling $2,952,890.50. The amendments consist of:

Exhibit 1, within the General Fund recognizes $640,000 in surplus fund balance and allocates:
* $470,000 for the Data Center and the new Police Headquarters
* $170,000 for the expansion of the time clock program.

Exhibit 2, within the Special Revenue Fund:
* Recognizes vehicle impound fees of $1,500 and allocates funding for investigative expenses.



Exhibit 3, within the Police Grants Fund:
* Accepts the Florida Inland Navigation District ("FIND") Derelict Vessel Grant and allocates $15,562.50 in grant proceeds and allocates funding for a Small-Scale Derelict Vessel Removal Project.

Exhibit 4, within the CDBG & HOME Fund:
* Recognizes $220,300 in CDBG program income and interest earned in FY 2025 and allocates it to eligible program expenditures.
* Recognizes $1,500,000 in HOME program income and interest earned in FY 2025 and allocates it to eligible program expenditures.
