Explanation:
The City Commission requested that staff obtain micro transit/circulator services to provide residents and tourists with alternative transportation to and from West Hollywood, Downtown Hollywood, Hollywood Beach, and the City's parking garages.

On February 1, 2023, RFP 045-23-SK was posted on OpenGov, the RFP closed on March 9, 2023, receiving two proposals, Circuit Transit Inc. ("Circuit") and Freebee. Both proposers made oral presentations on April 18, 2023, and the highest score was granted to Circuit by the evaluation committee.

On April 18, 2023, a Notice of Intent to Award was posted on the City's website and on OpenGov.com and resulted in no bid protests.

Circuit has been satisfactorily providing circulator services for the City of Hollywood since 2018 and, as the highest-ranking firm on the last evaluation, is the best qualified to provide circulator services for the City. It is recommended that the City Commission authorize the appropriate City officials to execute an agreement with Circuit for an initial one-year period with an option to renew for three additional one-year periods.

The service will be provided in three zones. Zone 1 costs will be covered by the City and the CRA jointly, the City will be responsible 37% and the CRA responsible for 63% of the annual amount. The City will be responsible for all costs associated with Zones 2 & 3.

Funding for this agreement will be shared as follows:
