Explanation:
Over the past two decades, the City of Hollywood has accumulated approximately 630 active liens on properties due to non-compliance with City codes and ordinances. These liens create financial obstacles for property owners, hindering community growth, property investment, and neighborhood revitalization.
To address this issue, the Office of Parking and Code Compliance is proposing a Lien Amnesty Program to remove these barriers by allowing property owners to satisfy outstanding liens at a reduced cost, provided they bring their properties into full compliance.
As part of the City of Hollywood’s centennial celebration, this initiative aligns with the City’s strategic goals of enhancing Quality of Life, fostering Strong Neighborhoods, promoting Public Safety, and advancing infrastructure improvements, ultimately contributing to a cleaner and safer Hollywood. Property owners who achieve compliance by December 31, 2025, and meet program qualifications may have their lien amounts reduced by up to 100%, with only administrative and hard costs required for payment.
Fiscal Impact:
Approval of this Resolution will not fiscally impact the City as this resolution seeks approval for establishment of the Lien Amnesty Program. Revenue collection is unknown until the program commences.
