Explanation:
The Department of Public Utilities owns, operates, and maintains the Southern Regional Wastewater Treatment Plant ("SRWWTP") and recently defined the need to repair and return Clarifier No. 3 to service. The existing Clarifier No. 3, constructed in 1975, has failed recently due to a broken elbow joint and pipe segment of the 24-inch return activated sludge pipe located at the base of the clarifier mechanism, below grade and within the 48-inch clarifier feed line.

Due to location of the failure, the entire clarifier mechanism must be dismantled, removed and then re-installed once repairs are completed. Because of the age of the clarifier mechanism, it is possible that the dismantled mechanism may be required to be replaced depending on the degradation of the clarifier mechanism. The scope of this Work Order No. H&S 22-05 is to prepare contract documents for the repair of Clarifier No. 3 and plan for the potential replacement of its mechanism.

The Department of Public Utilities ("Department") staff requested and negotiated a proposal from Hazen and Sawyer for professional engineering services required for the design, permitting, and bidding services related to the repair of Clarifier No. 3 at the SRWWTP in an amount not to exceed $45,333.00.
