Staff Recommends:  Approval of the attached Resolution.

 

 

Explanation:

The Southern Regional Wastewater Treatment Plant currently uses an aging chlorine gas system to disinfect treated wastewater. Installed in the 1990s, the system has experienced several leaks, raising safety concerns. As a result, the City requires a safer sodium hypochlorite disinfection system.  This work is related to the transition to that system.

 

The City advertised the project for bid and received three proposals. After review, RF Environmental Services, Inc. was determined to be the lowest responsible bidder, with a total cost of $4,599,120.00 for the construction of the temporary sodium hypochlorite system.

 

Staff recommends awarding the construction contract to RF Environmental Services for $4,599,120.00 to complete the work associated with the new disinfection system. The project is expected to take approximately 360 days from the issuance of the Notice to Proceed.

 

 

Fiscal Impact:

Funding for this project requires amending the FY 2026 Capital Improvement plan as detailed in Exhibit 1, subject to approval of this resolution.

 

Department of Public Utilities staff will manage this project.  No additional staff are needed as a result of this project.
