Explanation:
The Department of Public Utilities (“Department”) operates the City’s Water Treatment Plant (“WTP”), where the Membrane Operations Building, built in 1995, houses the reverse-osmosis and membrane-softening filtration systems, and the pipe gallery’s support pedestals.
During the Membrane Softening Plant Membrane Replacement project, staff noticed severe deterioration in the pedestals supporting the water filtration pipe gallery. Observed issues included cracking and concrete spalling, likely due to corrosion of the reinforcing steel in a highly corrosive environment.
Hazen and Sawyer, P.C., a consultant under the Department’s continuing services agreement, was engaged to perform a structural inspection of the Membrane Operations Building. The findings of the inspection are documented in the Structural Inspection Report dated March 4, 2026.
The objective of this project is to fully assess the extent of structural deterioration in the Membrane Operations Building, specifically the concrete pedestals, columns, and pipe support. The project will then prepare contract documents for competitive bidding of necessary concrete repairs at the WTP and provide engineering services throughout construction.
