Explanation:
In 2013, the City hired Transmap Corporation to perform a Pavement Management Study. A total of 447 miles of pavements (359 miles of streets and 88 miles of alleys) were analyzed. The pavement conditions were evaluated through a block by block survey and a list of recommended pavement maintenance and repair locations based on condition was developed. With the consideration of the locations to be reconstructed under the Public Utilities water and sewer infrastructure program, the study had identified 35 additional alley locations (36 segments) requiring reconstruction under the Public Works alley program. Staff reviewed the segments identified by the study and put together specifications for the 2015 Alley Reconstruction Program.

Funds for the Project are included within the approved FY2013, FY2014 and FY2015 Capital Improvement Plans. The Project was electronically advertised via BidSync in accordance with the City's Purchasing Ordinance, Section 38.42 (A)(1) on September 21, 2015. A Pre-bid Meeting was held on October 9, 2015. Four (4) bid submittals were received and opened on October 23, 2015. The tabulation of the bids received is attached.

City staff has reviewed all bids submitted and determined the bid submitted by Southeastern Engineering Contractors Inc. to be the lowest responsive and responsible bid, and therefore, recommends award of the contract in the amount of $1,029,945.00.
