Explanation:
The attached Resolution seeks City Commission authorization to execute the attached Replay Access Agreement with Broward County which will allow the City’s Police Department to use and access the licensed software for the voice recording system solely for internal governmental purposes. On June 17, 2013, Broward County and Replay Systems, Inc. entered into an Assignment, Delegation and Release Agreement which assigned the maintenance agreement and digital voice agreement from the Broward Sheriff’s Office to the County which related to the E911 system.
As part of the Replay Agreements, BSO and various municipalities of Broward County, including those that host public answering points, utilized the software licensed under the Replay agreement and the PSAP agreement whereby the municipalities receive the benefit of Replay’s services and the purchase of additional equipment or software from Replay. Pursuant to the Replay agreements, a server software license was granted to Broward County which provides recording functionalities on the E911 voice recording system, which is used by the public safety answering points in Broward County. The attached agreement will allow the City’s Police Department to access the voice recording system data on a more timely basis which will enhance law enforcement personnel in completing their required reports.
