Explanation:
On January 15, 1997, pursuant to Resolution No. R-97-21, the City adopted an Americans With Disabilities Act (ADA) Transition Plan. The plan identified architectural barriers to individuals with disabilities and provided a list of projects, that when implemented would provide access to persons with disabilities.
The City remains committed to ensuring equal access to City facilities and services and to further the intent of the ADA. On March 3, 2021, the City contracted with Kimley Horn and Associates to update the 1997 ADA Transition Plan.
The scope of the update included a review of the previous plan and "gap analysis" to ensure that all ADA requirements have been addressed. In addition, several ADA assessments were performed to determine if previously identified projects had been completed successfully.
The updated ADA Transition Plan provides a roadmap for the City to prioritize and perform additional facility assessments. The revised plan also provides an implementation schedule for removing barriers that prevent access to persons with disabilities.
In order to implement the updated plan and apply for various funding opportunities, staff recommends that the City Commission approve and adopt the Updated ADA Transition Plan.
Fiscal Impact:
Funding in the amount of $200,000 has been appropriated and exists in account number 117.149901.54100.531300.001498.000.000 for implementation of the plan. Additional funding will be requested in subsequent fiscal years to further continue progress with the Transition Plan to comply with ADA requirements.
