Explanation:
The Department of Design and Construction Management ("DCM") desires to procure Pomeroy Electric Incorporated ("Pomeroy") for the removal of existing light poles and the installation of 21 new light poles at the Villas of Positano Condominium.

It is in the best interest of the City to procure the work to be performed from Pomeroy because the company performed work on the existing light poles, which entailed the replacement and temporary safe-off of the existing streetlights that are no longer functional for safety purposes.

Pomeroy was required to familiarize themselves with the site intricacies including original and new photometrics and studying the electrical conduits required for the previous and new work. As an example, Pomeroy is familiar with the fact that the light pole conduits connect from the light poles to the building's electrical room, as they were required to work within these restrictions. This will save the City both time and budget as Pomeroy is intimately familiar with the site conditions and will not need to perform additional work to survey the site and electrical requirements.

Upon receiving the completed design package from the engineer, DCM requested and negotiated a proposal and determined that the price is fair and reasonable in accordance with industry standards.
