Explanation:
The Department of Design and Construction Management ("DCM") plans to apply for up to $1,500,000.00 in funding from the Florida Inland Navigation District's 2026 Waterways Assistance Program ("FIND WAP"). The project, totaling approximately $3,000,000.00, will enhance waterfront access for the public while also restoring the shoreline, providing flood protection, and protecting boaters.

The waterway access and viewing elements include improvements to the Northlake keyhole area including constructing a raised multi-use pathway on a berm that runs along the lake. The shoreline restoration will involve removing a deteriorating concrete embankment that, if left in place, could impact boaters and the environment. Additionally, a living shoreline will be created to benefit both the environment and those using the waterway.

The FIND WAP requires a 1-to-1 match of the actual project costs up to $1,500,000.00. The existing General Obligation Bond Florida Tidal Flooding Mitigation and Shoreline Protection program funds will be leveraged as the match if the grant is awarded.


Fiscal Impact:
Funding for required match was included in the amended FY 2026 Capital Improvement Plan and is available in account number 337.179901.54100.563010.001187.000.000.
