Explanation:
The Department of Public Utilities operates and maintains the City's wastewater collection system, which includes sewer pipes, manholes, and pump stations throughout the City.

Over time, rainwater and groundwater can enter the sewer system through cracks in pipes, damaged manholes, or other openings. This is known as infiltration and inflow ("I&I"). Excess water entering the system can increase treatment costs, reduce system efficiency, and raise the risk of sewer overflows during heavy rain events.

The Florida Department of Environmental Protection issued Consent Order OGC Case No. 21-0392, requiring the City to evaluate and improve the performance of its wastewater collection system. To meet these requirements and more effectively identify where stormwater may be entering the system, the Department needs specialized services for smoke testing and manhole inspections.

Smoke testing uses harmless smoke introduced into sewer pipes to identify where outside water may be entering the system. If smoke escapes through cracks, drains, or other openings, it helps staff locate potential problem areas. Manhole inspections are also conducted to assess the condition of the sewer infrastructure and identify needed repairs.
