Explanation:
The Department of Public Utilities ("Department") needs to retain an on-call service contract for the emergency repairs of large vertical and horizontal assets (major valve and pipe repairs) at the Southern Regional Wastewater Treatment Plant ("SRWWTP") and the Water Treatment Plant ("WTP").

A large equipment on-call contract is essential for both the SRWWTP and the WTP to ensure a timely response to emergency repairs involving critical components and treatment plant assets. The contractor will be responsible for large-scale repairs that exceed the immediate capacity of in-house staff, including, but not limited to, large diameter valve and pipe repairs, pump installation, and equipment safeguarding for all critical components at either facility.

The City of Zephyrhills, through a competitive process, bid the desired services, and they were awarded under the General Constructions & Construction Management at Risk, RFP #2025-004 on June 10, 2025. Consequently, the City of Zephyrhills made the award to Razorback LLC ("Razorback") under Agreement No. 41-25-14, from July 14, 2025, through July 13, 2028, with an option to renew the contract for an additional two three-year terms.

The contract provides the services that are required at the treatment plants, and Razorback has agreed to extend to the City the same pricing under the terms and conditions set forth in Agreement No: 41-25-14. Therefore, ...
