Staff Recommends: The approval of the attached Resolution.

Explanation:

The new Police Department Headquarters requires a cellular distributed antenna system to ensure reliable mobile coverage inside the building. This antenna system, to be located on the new radio tower, boosts mobile signals and is essential for dependable police, fire, and emergency medical communications.

This resolution authorizes the City to negotiate and enter into the required agreements with the top three cellular network providers (AT&T, T-Mobile and Verizon) for the necessary equipment. The equipment and software will be procured under the best-interest procurement exception. The estimated cost is $294,000.00, with an additional $50,000.00 for contingency to address unforeseen costs and upgrades.

The agreements and systems vary from provider to provider with some offering no-cost solutions based on the use of their specific equipment and services and others providing solutions at a cost but offering specific network connectivity or reliability advantages to meet the Police Department’s public safety needs.

Fiscal Impact:

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account numbers 334.209901.52100.564531.001190.000000.000.000 and 334.179901.52100.563010.001190.000000.000.000.
