Explanation:

The City experiences frequent flooding due to its low ground elevations, minimal capacity of its existing stormwater management systems, and increasing sea level rise affecting groundwater levels and the hydraulics of the stormwater flow to the gravity outfalls.  The Department of Public Utilities is proactively taking measures to mitigate the effect of storm events by completing the Citywide Stormwater Master Plan which provides a detailed understanding of the root causes of the flooding in the different neighborhoods and a plan of action to mitigate the flooding to a desired level of service.

 

On December 2, 2020, pursuant to Resolution No. R-2020-320, the City Commission approved the professional engineering services agreement with CDM for Stormwater Master Plan and fee in the amount of $2,075,655.00 for Phase 1 of the project.  On April 6, 2022, pursuant to Resolution No. R-2022-100, the City Commission approved to execute an authorization to proceed with CDM for Stormwater Master Plan - Phase 2, in an amount not to exceed $2,345,974.00.

 

The Stormwater Master Plan identifies deficiencies and identifies actions that need to be taken for continued and effective services and reduced flood insurance rates.  This presentation will discuss the findings of the analysis and provide the information necessary for Commission and other City officials to prepare a funding plan and select near and longer-term projects for implementation.
