Explanation:
On March 12, 2019, the City held a Special Election wherein a majority of voters approved funding, through a General Obligation Bond ("GOB"), for the Tidal Flooding Mitigation and Shoreline Protection Project. The project's purpose was to provide tidal barriers to the City-owned properties most vulnerable to tidal flooding, around the two man-made inlets known as North Lake and South Lake.
On April 22, 2020, under R-2020-072, Cummings Cederberg was selected as the consultant for the Tidal Flooding Mitigation and Shoreline Protection project, including all the City-owned parcels around North and South Lake and shown as 22 parcels in a map that was made part of the Request for Qualifications. A preliminary cost estimate showed that the GOB funds were insufficient to design and construct the needed tidal barriers for all 22 parcels.
The project was divided into 22 smaller projects, matching the parcel map, and classified by phases. Eight locations were classified as Phase 1 projects.
The design consultant agreement, approved under R-2020-275, stipulated that the award for Phase 1 projects be developed from survey, planning, permitting, final design and construction engineering services.
