Explanation:
In 2013, the City hired Transmap Corporation to perform a Pavement Management Study. A total of 447 miles of pavements (359 miles of streets and 88 miles of alleys) were analyzed. The pavement conditions were evaluated through a block by block survey and a list of recommended pavement maintenance and repair was developed for a 5-year period.
Of the 88 miles of alleys inspected, approximately 3.2 miles (36 segments) were identified requiring reconstruction. Road reconstruction involves removal and rebuild of the full alley depth including subgrade and rock below the asphalt which requires road slopes with grades and elevation redesign. The engineering redesign will be done in-house and surveying services will be necessary.
Staff is moving forward with 29 of the 36 segments (Exhibit 1 attached) identified for Phase I. $1.2 million has been budgeted in Fiscal Years 2013, 2014 and 2015. This funding will allow for a portion of the alley reconstruction to take place. This resolution is requesting approval surveying services for 29 segments (approximately 2.8 miles) of alley reconstruction.
On October 29, 2011, through Resolution R-2011-269, the City Commission authorized the negotiation and execution of contracts with the three highest ranked firms, one of which was Craven Thompson and Associates, Inc.
