Explanation:
The City currently uses Law Enforcement Psychological & Counseling Associates (LEPCA) to provide psychological services to Public Safety personnel. These services include pre-employment screenings, critical incident debriefings and the recently added wellness program.
The current Blanket Purchase Agreement is nearing expiration; therefore, Public Safety seeks to maintain the level of services provided by LEPCA. Since 2020, LEPCA has built rapport with law enforcement personnel, starting with pre-employment services and evolving into a wellness plan that provides mental health support for first responders, including counseling, wellness initiatives, and peer support training.
Given the success of the Wellness Program, which offers tailored wellness support for public safety personnel, it is in the City's best interest to continue the specialized psychological services provided by LEPCA. LEPCA will provide these services over an initial three-year period, with funding of up to $285,520.00 annually.
Fiscal Impact:
Funding in the amount of $216,595.00 for this service is available in the FY 2026 Operating Budget in account number 001.204102.52100.531160.000000.000.000 and will be budgeted in subsequent fiscal years' operating budget subject to approval and adoption by the City Commission.
