Explanation:
The Department of Public Utilities ("Department") Southern Regional Wastewater Treatment Plant ("SRWWTP") has three buildings[MS1] that need window and door replacement. The project is necessary as the existing windows and glass doors at three buildings at the SRWWTP have structural deficiencies and leaking seals, which have resulted in moisture intrusion and the formation of mold in many areas within the buildings. These deficiencies ultimately led to mold abatement and increased health and safety concerns for the staff. In addition, the eastern proximity of the SRWWTP necessitates upgrading the facilities to impact-resistant windows and doors for hurricanes and severe weather events.

Replacing the windows and doors is necessary to provide a safer and healthier environment for employees and to protect the integrity of the facilities. In addition to mitigating mold growth, the new energy-efficient windows with low-E glass will reduce heat transfer, thereby improve indoor comfort and generate energy savings.

This project will enhance the structural resilience of the buildings and improve overall security. Cost and labor savings will also be realized as impact-resistant windows will eliminate the need for shutters and the associated manpower required to install shutters during storm preparation.

The Invitation For Bid IFB-324-25-JJ ("IFB") was issued on June 2, 2025, and was electronically advertised on OpenGov.com to solicit the desired replacement services of windows and doors.
