Explanation:
The Department of Public Utilities ("Department") operates the 55.5 million-gallon per day ("MGD") South Regional Wastewater Treatment Plant ("SRWWTP"), which includes a complicated effluent system consisting of deep injection wells rated at 77.3 MGD, a reuse water distribution system rated at 4 MGD, and an ocean outfall rated at 46.3 MGD.

In addition to the reuse water supply pump station, there are four other pump stations at the SRWWTP to handle the constantly varying effluent flows; these include:
1. Existing Injection Well Pump Station
2. New Injection Well Pump Station (under construction)
3. Existing Electric Ocean Outfall Pump Station
4. Existing Diesel Ocean Outfall Pump Station.

The effluent system needs to be optimized to enhance operational efficiency and reliability in order to comply with various aspects of the newly effective Ocean Outfall Legislation. The ocean outfall pipe is henceforth only permitted for use during peak flow events.

Department staff require assistance in conducting the effluent system assessment, developing an operational strategy for the four pump stations, and providing recommendations for improvements to the aged effluent system infrastructure.

On August 30, 2023, continuing professional consulting engineering services contracts with five firms for Water Treatment Plant and SRWWTP projects were recommended for City Commission approval and execution, with one of the firms being Brown and Caldwell ("B&C").
