Development Services/Planning and Urban Design staff is preparing a presentation that will provide an overview of the current situation, challenges, and potential new strategies to support economic vitality of Hollywood Beach. The presentation is intended to provide an update of a Feasibility Study and Zoning Analysis that evaluates whether existing zoning regulations along Hollywood Beach remain effective in supporting appropriate redevelopment while maintaining the area's historic and pedestrian-oriented character. The study was initiated to better understand development constraints, tourism and market conditions, regulatory factors and state legislative changes influencing local governance, reinvestment, and redevelopment potential in the Beach area. The intent of the analysis is not to predetermine development outcomes, but to provide data-driven insights that can guide future policy decisions and zoning updates.
The study combines spatial analysis, market evaluation, redevelopment scenario testing, and case studies from comparable coastal municipalities. Key findings indicate steady demand for hospitality and residential development along Hollywood Beach, with projections estimating the potential for 300 to 500 additional hotel rooms over the next decade. However, redevelopment opportunities are limited by parcel sizes, the existing street grid, and current zoning limitations. The analysis shows existing height restrictions of approximately five to six stories significantly constrain redevelopment feasibility, while a greater height allowance could improve project viability and allow the City to capture greater public benefits.
