Explanation:
The City of Hollywood ("City") operates a large wastewater system that collects and transports sewage to the treatment plant. Over time, cracks, aging pipes, and loose manhole covers allow rainwater and groundwater to leak into the sewer system. This unwanted water is called Inflow and Infiltration ("I&I"). When too much outside water enters the sewer system, it can overload pipes and pump stations, increase the risk of sewer overflows, and raise the cost of wastewater treatment.

To address these issues, the City created a multi-phase I&I Reduction Program.

Phase 1 studied the entire system to identify which neighborhoods and areas have the highest levels of I&I. Hazen and Sawyer, the City's engineering consultant, collected flow data, rainfall information, groundwater levels, and other measurements to determine the most impacted areas.

Phase 2 will now focus on locating the exact points where water is entering the system and recommending the necessary repairs. This work includes smoke testing, manhole inspections, nighttime flow checks, and video inspections of sewer pipes. Phase 2 will also support the City's required compliance with a Florida Department of Environmental Protection Consent Order.

The City selected Hazen and Sawyer through a competitive process to provide engineering services for the I&I Program. They completed Phase 1 and already have an existing approved Professional Services Agreement with the City (R-2023-188) for the I&I Program. Phase 2 continue...
