Explanation:
The City of Hollywood is an entitlement jurisdiction designated by HUD and receives annual federal funding through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). HUD requires entitlement communities to prepare a Five-Year Consolidated Plan and an Annual Action Plan outlining housing and community development priorities and the use of federal funds. The City Commission approved the Five-Year Consolidated Plan for Program Years 2024/2025 through 2028/2029 on July 3, 2024; this resolution pertains to Year three of that Plan.
Staff developed the Annual Action Plan for Program Year 2026-2027 with input from the Community Development Advisory Board (CDAB) and through public participation. The Plan reflects community needs and priorities, based on citizen input, HUD requirements, and data analysis, and identifies proposed activities and funding allocations for the use of CDBG and HOME funds.
Two public hearings were held on December 10, 2025, and June 10, 2026. The CDAB unanimously recommended the Annual Action Plan for City Commission approval on June 10, 2026. The City published and advertised the availability of the draft plan, for public review, on May 20, 2026.
