Explanation:
The State Housing Initiatives Partnership ("SHIP") Program provides state funding to local governments to support affordable housing for very low-, low-, and moderate-income households. As a SHIP participating jurisdiction, the City of Hollywood must maintain a Local Housing Assistance Plan ("LHAP") in compliance with state law.
On April 2, 2025, the City Commission adopted the City's LHAP for State Fiscal Years 2025-2028. During the 2026 Legislative Session, the Florida Legislature enacted Senate Bill 594 (Chapter 2026-173, Laws of Florida), effective July 1, 2026, requiring SHIP participating jurisdictions to amend their LHAP to:
* Include a strategy to assist households displaced by the closure of a mobile home park.
* Provide SHIP assistance to eligible mobile homeowners, including lot rental assistance.
To comply with these new requirements, the Office of Housing and Community Development has prepared an amendment to the City's LHAP establishing a Manufactured Housing Strategy with two new SHIP-eligible activities:
