Explanation:
The City's 2019 General Obligation Bond (GOB) includes funding for 22 Tidal Flood Mitigation and Shoreline Protection Projects. Their status is:
* 10 completed
* 8 under construction (Sites 1, 9, 10, 17, 18, 19, 20, and 21)
* 4 in permitting
Permitting for these projects requires coordination with multiple agencies, including the U.S. Army Corps of Engineers (ACOE), and varies by site based on site conditions and scope. The eight sites under construction (R-2025-288) are 70% completed and are scheduled to be done in Fall of 2026. The Department of the Army previously authorized the construction on these sites.
Two of the eight sites have an existing easement for in favor of the ACOE, as a portion of the property, is considered to be within Intracoastal Waterway (attached B3). As such, in 2026 the City received a correspondence from ACOE requesting the City execute Consent to Easement Agreement form for two of the eight sites (18 and 20). Once construction is substantially complete but before final completion, all permits including the Army Corps permits are to be closed, which requires execution of the Consent to Easement Agreements.
The City Engineer and Director of Design and Construction Management recommends that the City Commission approve and authorize the execution of the attached Consent to Easements to use Corps of Engineers' right-of-way for the two sites; 20 - CTE_DACW17-9-25-0087 and site 18-CTE_DACW17-...
